As far as the Visa goes…yeah, I think most of the JP consulates are small. <.< I called them to tell them that I sent off ANOTHER paid envelope (the first wasn't good enough I guess), and they asked for my name. I told them, said I'd sent off my stuff before and that I was just sending the envelope. They were basically like,

"Oh, Marnia? With the Certificate of Eligibility? Yes, we have it right here. We'll begin processing it."

I'm like, "o.O …You…know my name and what apps I have by heart?"

So, yeah. Oh, and they didn't answer the phone with, "Japanese Consulate of Houston, this is ______. How may I help you today?"

Just a simple, "Hello." <.< Huh…
